<br />Homestake does not agree that the Bulldog Project should be <br />considered in possible violation of its Mined Land Reclamation <br />Permit (No. M-77-215) for any stormwater permitting issues. we <br />request the inspection report be revised. <br />3) In regard to the items addressing reclamation, Homestake <br />provides the following comments. <br />a) Homestake will provide letters of acceptance for facilities <br />that will remain and be managed by others (water tanks, <br />administration building, etc). <br />b) The west side of the mill site pad has been regraded. <br />Additional topsoil was placed in this area and the area <br />seeded. <br />c) The Reclamation Plan indicates that "the final slope of the <br />waste dump faces will be between 1.5:1 and 2:1" (page 22). The <br />9360 dump meets this criteria and a technical revision to the <br />permit should not be required. <br />In addition, Homestake worked very closely this past year with <br />DMG personnel to plan the final land form and stream channel <br />configuration for the 9360 waste rock dump area. Numerous <br />discussions and a DMG stability analysis were performed on the <br />9360 waste rock dump. The stream channel was revised to meet <br />DMG concerns. No concerns over the waste rock slope were <br />identified during those discussions and analyses. <br />Homestake has gone beyond its permit requirements to <br />revegetate the 9360 waste dump. Topsoil was placed on the dump <br />face, the area was seeded and mulched. The revegetation and <br />use of soil mulching was not a requirement of the permit but <br />implemented by Homestake as a best management practice. <br />Homestake believes the inspection report should be revised to <br />remove reference to permit modifications required for this <br />waste rock dump. <br />d) The two areas where the tailings pond access road meets the <br />pond are on US Forest Service managed lands. The US Forest <br />Service has accepted reclamation of the Bulldog project as <br />evidenced in the attached letter. Homestake will continue to <br />monitor all revegetated areas until final bond release is <br />granted and take appropriate measures to ensure successful <br />revegetation of the area to meet the land mangers' <br />requirements. <br />The attached letter should also serve as demonstration of the <br />US Forest acceptance of the permanent status of the lower <br />tailing pond access road. <br />2 <br />
