III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />Backfill & Gradine <br />Two areas that were not released during the Phase I Bond Release were inspected. The first area <br />is at the upper end of the PD3 drainage. This location was backfilled and seeded and contour <br />furrows were installed. Vegetation is beginning to take hold and the azea is stable with no <br />significant erosion. The second location is at the upper end of PD4 south of the permanent ditch. <br />Furrows were cut and two rock check dams were installed. The check dams held and the fiurows <br />ace stable. A significant patch of thistle has grown on the lower furrow at this location. This <br />location should be sprayed. Please continue to control the growth of troublesome weeds site <br />wide. <br />Reve etg ation <br />Vegetation is healthy and looks good throughout the site. Kent Crofts with IME along with two <br />assistants were observed conducting Year Nine Revegetation Sampling. Sampling of Plant <br />Cover, Production, and Shrub Density was observed in the 1995 reclamation azea. The Pre-1986 <br />azea had been completed at the time of this inspection. The 1996 reclamation block for Year <br />Nine Sampling and the 1999 reclamation area for interim reclamation monitoring purposes also <br />remain to be completed at the time of the inspection. Sampling was observed neaz the inlet to <br />Pond A in the 1995 reclamation area. Pant cover was sampled using an inclined metal ten point <br />frame along a 50-meter transect tape. A total of 100 points were randomly collected. Plant <br />production was sampled using randomly spaced one-quarter square meter plots against each <br />transect. The three clipped plots will be averaged into a single transect value for purposes of <br />statistical analysis. Shrub density was sampled along the length of the tape to a distance of one <br />meter out on either side of the belt transect. All shrubs rooted within a 2x50-meter belt transect <br />were counted. Sampling was conducted at two transect locations within the 1995 reclamation <br />block during the CDMG inspection. <br />
