III. COMMENTS -COMPLIANCE <br />_ . .Below are comments on the inspection. The comments include-discussion of observations made <br />during the inspection. Comments also describe any enforcement actions-taken during-the ~~spection <br />and the facts or evidence supporting the enforcement action. - . -- . <br />This was a complete inspection of the Seneca II Mine conducted on June 24-26, 2002 by Mike <br />Boulay of the DMG. Roy Kazo of Seneca Coal Company (SCC) was present during the <br />inspection on June 24`h and Dennis Jones of SCC was present during the inspection on June 25`h <br />and June 26"'. Weather conditions were cloudy and warm. Ground conditions were dry <br />throughout the mine site. <br />Availability of Records <br />The availability of records was reviewed and no problems were noted. All required records were <br />complete and on file at the mine site. <br />Roads <br />Road surfaces throughout the mine site were dry and generally in good condition. Road ditches <br />and road drainage runouts were dry. Culvert 55A beneath the entrance to the Truck Wash Ponds <br />has been buried with sediment. This culvert is full of sediment on the on the inlet side. Culvert <br />59A located northeast of the Truck Wash Ponds is partially plugged with sediment on the outlet <br />side. Culvert 54A beneath the entrance to the Old Boneyard is partially plugged with sediment. <br />Please clean out and maintain these culverts to ensure that they function properly. <br />Hydrologic Balance <br />Ponds 002, 003, 004, 008, and the Pecoco impoundment were inspected. All of the site <br />sedimentation ponds (with the exception of Pond 002) were discharging cleaz water. Pond 002 <br />was retaining water just below the level of the spillway. The Truck Wash Ponds were holding <br />water but not discharging. No problems were noted at any of the pond locations. <br />Silt fencing was recently replaced at the new boneyazd SAE location. The silt fence has become <br />damaged and ripped, and is currently not properly installed. Please replace and properly install <br />the silt fence at the two silt fence locations on the west side of the boneyazd. <br />Post mine drainage channels currently under construction were inspected. Locations for <br />proposed post mine drainage channels were also viewed. Construction of PM-20 was underway <br />at the time of this inspection. A backhoe operator was in the process of excavating the channel, <br />but no liner or riprap had been placed at this location. With the submittal of Technical Revision <br />No. 34, SCC has committed to a completion date of June, 2002 for PM-20. Several other <br />channels including PM-1, PM-4, PM-6 PM-12, and PM-16 are to be completed in July, 2002. To <br />ensure compliance, please take steps necessary to complete construction of the unlined portions <br />
