III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. the comments include discussion of observations <br />made during the inspection, Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Southfield Mine conducted by Jim Stark of CDMG. This <br />was also a special focus oversight inspection by the OSM focusing on SAE's. Mitch Rollings of <br />OSM accompanied me on the inspection and George Patterson of EFCI was on sight. The <br />mine is shut down and has been performing reclamation activities since the fall of 2001. The <br />weather was warm and sunny and the ground was dry. <br />Availability of Records: All necessary records were available. Please see the records checklist <br />at the end of this report for details. <br />SIGNS and MARKERS: The mine ID sign and permit boundary markers were in place. <br />ROADS: -The mine entrance road was well maintained and in good condition. <br />- The haul road to the refuse pile was well maintained and in good condition. It appears as <br />though this road is being worked on and possibly narrowed for final reclamation. <br />- The road from pond 1 to pond 2 and through the "bone-yard" has been removed in <br />conjunction with the backfilling and grading of the facilities area and ponds 1 &2. <br />- The road to the South Fan appeared to be well maintained and in good condition. This <br />road gets little use since the mine has shut down and the fan has been removed. <br />- HYDROLOGIC BALANCE: -Ponds 1 and 2 have been removed with the backfilling and <br />grading of the facilities area. <br />- Pond 3 contained water but it appeared as though the operator was beginning to backfill <br />and regrade it. <br />- Pond 4 was dry. The pond was well vegetated and in good condition. <br />- Pond 5 was dry. The pond was well vegetated and in good condition. <br />- All of the ditches appeared to be stable and in good condition. <br />- All of the culverts were clean and appeared to be functioning properly. <br />- Both of the ponds at the loadout were dry. Both were well vegetated and in good <br />condition. <br />- The new Newlin Creek topsoil stockpile SAE is silt fence. This SAE appeared to be installed <br />properly and functioning properly. <br />- The explosives area SAE is straw bales. This SAE appeared to be installed properly and <br />functioning properly. <br />- The new yard area SAE is silt fence. This SAE appeared to be installed property and <br />functioning properly. <br />- The rock dust pad SAE is silt fence. This SAE appeared to be installed properly and <br />functioning properly. <br />- The substation SAE is a gravel pad. This SAE appeared to be installed properly and <br />functioning properly. <br />- The South Fan SAE is silt fence. This SAE appeared to be installed properly and functioning <br />properly. <br />- The West Side Loadout SAE is silt fence. This SAE appeared to be installed properly and <br />functioning properly. <br />- The three East Side SAE's are silt fence. These SAE's appeared to be installed properly and <br />functioning properly. <br />
