III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the Inspection and the facts or evidence supporting the enforcement action. <br />Hydrology <br />Pond B had a little water in it, below the elevation of the primazy discharge structure. The <br />water level in Pond C was above the level of the primary dischazge structure, but there <br />was no dischazge. The gated valve was closed on each of the ponds. Both Pond B and <br />Pond C will need sediment cleaning soon. Pond D had a little snow melt water in it. Pond <br />embankments were stable and spillways were functional. <br />Culverts and ditches azound the mine site were functional. Straw bales and silt fence were <br />also functional, although the bales at the mine site entrance will need replacing soon. <br />Topsoil <br />No problems were observed at the main topsoil stockpile. Collection and diversion <br />ditches were functional and straw bales were in place in the notch on the down gradient <br />side of the stockpile. The gob pile topsoil stockpile and the coverfill topsoil stockpile <br />were also protected by straw bales. Topsoil signs were up. <br />The new topsoil pile for the train loadout is discussed in the fast section of this report. <br />Sims and Mazkers <br />Mine ID signs were up at the appropriate locations and contained the correct information. <br />Surface disturbance mazkers were up around the mine site. Surface disturbance mazkers <br />need to be put up for the new disturbances at the train loadout construction site. <br />Gob Pile <br />The top of the gob pile was graded and compacted, except for a few small piles. There <br />was positive drainage off of the top of the waste pile. The west collection ditch had <br />sufficient capacity. The road culvert and Swale at the entrance were functional. <br />Records <br />The records were in compliance. Please refer to the records checklist that follows <br />c:/ms97/bowie2/insp0202 <br />
