The field part of the <br />inspection was conducted on 6/17-18/92. Follow up research into the permit and <br />correspondence was required through 6/26/92, to ensure that Kerr was complying <br />with their acknowledged contemporaneous reclamation schedule. <br />The NPDES# is COG-850021 and expires 6/30/92. The mine MSHA # is 05- <br />02674 and the loadout MSHA # is 05-02660. The MLRD permit expired 7/10/91 <br />and the operator is being allowed to continue under the MLRD right of successive <br />renewal regulations. The certificate of liability insurance is on file at the mine. <br />Enforoement Actions <br />MLRD issued NOV C-92-011 to cover a number of locations that have erosion <br />and/or deposition problems. All locations are associated with the main entrance <br />road. The area around culvert 1 has seven individual problems. The 12" CMP is <br />plugged at the outlet, the outtalls of the road ditch to the outlet of this CMP on the <br />E side of the road are both eroded, two relief drains for the road just S of culvert 1 <br />and on the E side of the road are eroded, and the outtatls of the road ditch to the <br />inlet of culvert 1 on the west side of the road are eroded. The area around culvert <br />3 also has some problems with erosion. The outtalls of the ditch on the W side of <br />the road, both N and S, were eroded as was the N outfall of the ditch on the E <br />side of the road. We discussed methods of remedying the problems and the use <br />of long term protection such as riprap, etc. <br />
