(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1991-n~5 <br />INSPECTION DATE: ~d7R/n7 INSPECTOR'S INITIALS: ~_ <br />OBSERVATIONS <br />This was a normal monitoring inspection conducted by Tony Waldron of DMG along with Howard Harlan and K. C. <br />Feldman of Lafarge. The site is located in Northern Jefferson County just off of HWY 93 and adjacent to Rocky Flats. The <br />pit is situated on one of the Rocky Flat outflows just prior to where it begins to drop off to the east. Consequently, the <br />east side of the site is slightly to prominently dissected as the surface water flows drop off of the flats from a west to east <br />direction. <br />The mine identification sign was posted at the entrance to the site and the boundaries were clearly marked, primarily with <br />stock fences. The site is really three adjacent parcels melded into one permitted area. The main area contains the <br />processing plant and various settling ponds to treat the wash plant discharges. This parcel has been completely mined <br />out, but as mentioned, continues to serve as the processing and stockpiling area. A portion of this parcel has been re- <br />graded and re-seeded. The active portion of the mining area is a longer and more narrow parcel of property that <br />extends south from the prep plant area. This area is mined by stripping the topsoil in advance of the highwall. The <br />deposit is then removed (approximately 40 feet) and transported to the prep plant for processing. As the highwall <br />advances straight south, the east and west side-slopes are re-graded to 3H:iV in a contemporaneous manner. <br />Several concerns were identified during the site visit. Some of these will be cited as problems on page 3 of this report <br />along with corrective actions. The first concern is the proposed post-mining topography versus the actual topography of <br />areas that have been re-graded. The approved permit application basically calls for a pit to remain once mining is <br />completed, with 3H:1V slopes extending from the pit floor to the top of the perimeter highwalls. Presently, there appears <br />to be considerably more processing reject or mine waste than originally anticipated. This has caused the backfilled areas <br />in the original mined area to appear substantially thicker than originally projected. Obviously, this will could have a <br />substantial impact on the proposed post mining topography although the overall impact will likely result in simply having a <br />final pit that is not as deep as originally projected. The second concern is whether the financial warranty is adequate to <br />cover the present disturbance, however, this will not be resolved until the concern about the post-mining topography is <br />clarified. The third concern is the area where the south parcel (McKay Lease) and the main original parcel (Gonda Parcel) <br />share a boundary between sections 4 & 9. Some of the maps included in the application and some language in the McKay <br />Lease appear to reserve an area between these sections that was not to be mined. However, some other maps show this <br />area being mined and reclaimed. This discrepancy will need to be addressed, especially in light of the fact that the area <br />has already been mined. All of these will be cited as problems on page three of this report.
