III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Kent Gorham of the Colorado Division of <br />Minerals and Geology (Division). This processing and loadout site has been inactive since <br />June 2001 aher the closure of the Lorencito Mine (#C-96-084). Ground conditions on this <br />day were dry and the weather was extremely windy and bitter cold. <br />Availability of Records <br />The public copy of the mine records was checked on November 30 at the office of Peak <br />Project Management (PPM). The contact, address, and phone number for PPM is Ron <br />Thompson, Peak Project Management. 34115 County Road 20.8, Trinidad, CO 81082. 719- <br />846-4975. The records should be updated with a current copy of the liability insurance <br />certificate as soon as possible. All other records were found in compliance as detailed on <br />page 2a of this report. <br />Hydrologic Balance <br />Pond 7 held water below the lowest discharge hole on the primate riser. Pond 8 has been <br />pumped down for sediment cleanout and was observed nearly dry. Pond 4 was dry. Pond 8 December 2005 <br />Back(illinq and Grading <br />The operator was in the process of completing reclamation work at the West Mine area. The <br />West Mine warehouse building demolition was nearly complete. Concrete debris was piled <br />and being hauled to approved on-site disposal areas. Some concrete had already been <br />placed at the ventilation fan highwall disposal site to the south. Finer material is placed <br />periodically with the larger chunks of debris to minimize future settling. Culvert C25 had not <br />been removed at the time of the inspection. Construction of permanent drainage channels <br />was observed in the former location of culverts C23 and C24. Disturbed area runoff from the <br />
