<br />Overall, the data we compiled during the field review showed that the piles appeared tc <br />have been built to-date as designed in the approved permit. I note that the permit <br />doesn't contain much design information for the OWDA, however. Also, some designs <br />are included in tabular form in the mine plan but not in cross-sectional drawings. I also <br />note the limitations inherent in our verification of construction using rough field <br />measurements. The permittee completed maintenance work by the end of the day to <br />clear the inlet to culvert N and to improve the ditch along the outside edge of the <br />crushing and screening fill near cross section EE-EE. <br />The mine's refuse pile inspection reporting should be improved if it is to be in strict <br />compliance with DMG's rules. Engineer's quarterly inspection, reQorts should be <br />submitted_tnDMG within 2 weeks o e inspection as required b~4.09.1(11)(tz). The <br />same section re wires engineers to certify in those reports .that " ` ` ` the_fj-J. tLs beeo_ <br />constructed as specified m the design"approved b~y the Division.' Any certified reports <br />addressing underdrain and filter construction should include color photographs taken <br />during and after co ruction as required by 4.09.1(11)(b). This would apply in <br />particular to future construction of the west underdrain on the WRWDA. Finally, unl, ess <br />Ponds for the OWDA_8L@a_haxa.been released,_' ould be inspected by a reg,~tered <br />engineer at least uq arterJX.i~ccordance with 4.09 1.(11)(a) and reports of those <br />inspections should be submitted to DMG as required by 4.09,1(11.),(b)~ <br />At the end of the review, DMG advised Mr. Bear that a number of items need attention. <br />Those items included: <br />• the riprap at the outlet of culvert N must be replaced; <br />• the channel below outlet N must be improved to prevent overtopping and short- <br />circuiting by drainage: <br />• the refuse material at the northeast corner of the WRWDA above the underdrain '~ <br />should be graded to drain positively; and <br />• the ditch around the north and northeast ends of the OWDA should be improved <br />to meet design specifications. <br />12 <br />
