Review of the mining and reclamation plan <br /> indicates that approximately 2,000,000 tons of commercial grade aggregate will be removed and <br /> the pit will be reclaimed to a 37 acre lake with surrounding area topsoiled, seeded with grasses, <br /> and planted with shrubs and trees. On March 19, 1998 I checked with the Office of the State <br /> Engineer and found that there was no application on file for a temporary substitute supply plan or <br /> an augmentation plan for the site. The Division is well aware of the on-going process of Western <br /> Mobile and the Office of the State Engineer to resolve outstanding water rights issues at various <br /> sites permitted by Western Mobile. (Please see attached copy of April 9, 1998 Division <br /> correspondence from Christina Kamnikar). <br /> The Adams County soil survey suggests that the area to be mined has an average topsoil cover of <br /> 8 inches and 16 inches of overburden. Approximately 15 feet of mineable deposit will need to be <br /> removed in order to produce 2,000,000 tons of aggregate. The permit application indicates that <br /> the current topography at the site ranges from 5020 to 5006 feet and the anticipated high water <br /> elevation is 5002 feet. Assuming a total depth of excavation of 17 feet there will be an average <br /> of 8 feet of water exposed during excavation. <br /> The Division's policy on calculating reclamation costs for pits with exposed ground water in the <br /> absence of appropriate water rights is to include an itemized cost for backfilling the pit to an <br /> elevation that is 2 feet above the average high water mark. If sufficient fill material is not <br /> available on site, the Division will also include an itemized cost for importing the required <br /> volume of inert fill material. The Division estimates that the depth of backfilling needed at the <br /> Stagecoach Stop Pit will be 10 feet, resulting in a total volume of 580,800 cubic yards of backfill <br /> material needed. The estimated volume of overburden available for backfilling is 96,800 cubic <br /> yards, leaving a deficit of 484,000 cubic yards of material. Therefore, the cost of backfilling the <br /> pit to an elevation of 5004 feet will be excessive. <br />
