x <br />a <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />Suns and Markers <br />Mine ID signs were up at the appropriate locations, as were the surface disturbance markers. <br />Topsoil Stockpiles <br />The main topsoil stockpile was well vegetated. There were no problems with erosion. The <br />collection and diversion ditches were intact. Straw bales were in place in the notch of the <br />collection ditch. The gob pile and coverfill pile topsoil stockpiles were in similar condition, <br />except the vegetative cover was only moderate. Topsoil stockpile signs were present. <br />Gob Pile <br />The operator was placing soil on the outslope of the second lift. Collection and diversion ditches <br />were functional. The underdrain was exposed in the back of the gob pile. There was positive <br />drainage on the top of the pile. <br />The operator was planning on removing soil from the west slope above the gob pile. The soil was <br />to be placed as a temporary reclamation cover of the Bowie No. 1 Mine highway coal stockpile. <br />Two Field minor revisions, MR-17 for Bowie No. 2 and MR-102 for Bowie No.l were written <br />for the operation. <br />Records <br />All of the records were found to be in compliance.
