Stover & Associates <br />Re: Roadside Mine, Permit No. C-81-041, Technical Revision No. 32 <br />This memorandum is written to summarize my discussions with Bruce Fowler and Jim Scheidt of <br />the Bureau of Land Management (BLM), during our meeting September 8, 2000. The meeting of <br />September 8, 2000 was scheduled so that we could discuss issues of mutual concem regarding the <br />final reclamation plan at the Roadside Mine, and in particular, to discuss an appropriate drainage <br />reconstruction plan for Coal Creek at the location near Refuse Disposal Area (RDA) # 1 and RDA <br />#2. The reclamation plan for this area, which includes a proposed reconfiguration of Coal Creek is <br />being revised, and there has been concem regarding the appropriate final disposition of three road <br />crossing culverts along Coal Creek in the area of the RDA and associated sediment pond facilities. <br />DMG previously proposed that the rock check stmctures located between the two lower road <br />crossings should be removed, and we also proposed that the two lower culvert crossings should be <br />removed and replaced with low water crossings. It was also discussed recently that the upper <br />culvert might also be removed, and replaced by a low water crossing. <br />We proposed these changes to the channel area due to our concern that the structures would <br />eventually be breached leading to erosional damage to the road, and adjacent RDA and sediment <br />pond facilities. This concem is based, in part, upon our previous observations that the concrete <br />multiple culvert crossing has filled with sediment and has been overtopped by flood flows which <br />diverted into the south RDA drainage system causing damage to the ditches and sediment pond. <br />BLM also expressed their concern that the channel area requires work to provide a more stable <br />configuration, but that such work should include retention of the culvert crossing structures to <br />facilitate public access to BLM lands, including the passage of horse trailers. Our meeting of <br />September 8, 2000 served to discuss our mutual concerns and to arrive at a plan proposal which <br />meets the goals of channel stabilization, mine facility protection and public access, including larger <br />
