Seneca [I Mine. oe. 2 <br />The pond is spring fed and was discharging, and normally discharges year round. Discharge was <br />clear and the spillways and embankment are functional and well stabilized. This impoundment <br />will eventually be proposed as a permanent impoundment, and is a good candidate in a good <br />topographic location. We inspected sediment pond 4 which has very similar characteristics to <br />pond 8. We again noted several large trout, there was a clear water discharge, and the <br />embankment /spillways are stable and well protected. This impoundment is also a good <br />candidate for permanent post mining retention. <br />We inspected a shrub plot at the Auger area E, and made general reclamation observations at the <br />area. Contour restoration at this area looks good and two stock ponds are located in the main <br />drainage channel. This area was seeded approx. three years ago. We observed some older (12 to <br />15 yr.) reclamation in the Wadge pasture, and inspected a lower reach ofchannel 4. We <br />inspected the culvert outlet at the Fl haulroad above Joe Lake fill, and inspected the steep <br />section of channel 6 where fabric underlining and rock await to be placed in this reach. We <br />inspected the Pecoco pond and there was only a slight clear water discharge noted. Grass carp <br />were noted in the shallows, and this impoundment has been approved as a permanent water <br />impoundment. We stopped at culvert I Sa which is well stabilized, and inspected the outlet of <br />pond 2 where there was no discharge. Mr. Altavilla indicated this is the first time he has noted <br />no discharge at pond 2, at least 6 years, which underscores this years dry conditions. Ponds 2 and <br />3 (facilities area pond) have also been approved as a permanent water impoundments, and pond <br />2 is the largest on the permit azea. SCC has had preliminazy discussions with Colorado Division <br />of Wildlife (DOW) concerning eventual DOW involvement for management /access to these <br />water impoundments and other State lands on the permit area after final bond release. <br />We concluded the field inspection at the facility area, pond 3, and the equipment storage areas. <br />Mr. Boulay directed SCC to maintain, or remove if demonstrated to be no longer necessary, a <br />culvert in the diversion ditch on the northeast end of the facility yard adjacent to the wash down <br />pond. Surface water runoff is effectively controlled in this area by diversions and pond 3. Pond <br />3 had a clear discharge and the embankment /spillways are stable. The equipment yards are <br />small area drainage exemptions, were neat and orderly, and no runoff problems were noted. <br />This concluded the field review portion of the inspection. <br />
