III. COMMENTS -COMPLIANCE Deserado C-81-018 <br />25 Feb 04 ~~~ <br />page 1 /2 <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Deserado Mine conducted by Jim Stark of <br />CDMG. Harry Ranney of CDMG took the photographs. The mine is actively <br />producing coal. The weather was clear and the ground was covered with snow. <br />Roads: The access road to the mine site is a paved road. The road appeared to be <br />well maintained and in good condition. <br />-The portions of the haul road to refuse piles RP-1, RP-2/3/4 and RP-5a (seen in the <br />photos) was well maintained and in good condition. The road appeared stable and <br />there were no signs of erosional problems. <br />Hydrologic Balance: -Pond RP-2/3 was covered with snow but appeared to be dry <br />at the time of the inspection. Both of the cells at the pond inlet also appeared to be <br />dry. The pond embankment appeared to be stable. There were no erosional <br />problems noted on the pond embankment. <br />- Pond RP-4 appeared to be dry at the time of the inspection. The pond <br />embankment appeared to be stable. There were no erosional problems noted on <br />the pond embankment. <br />- Pond RP-5a contained water at the time of the inspection but did not appear to be <br />discharging. The pond embankment appeared to be stable. There were no <br />erosional problems noted on the pond embankment. <br />- Pond DP-1 contained water at at the time of the inspection, although it was not <br />clear whether the pond was discharging. The top of the pond appeared to be <br />frozen. The pond embankment appeared to be stable. There were no erosional <br />problems on the pond embankment. The emergency spillway was well maintained <br />and appeared to be stable. <br />-The roadside ditches along the mine access road and the haul road to the refuse <br />pile appeared to be stable and well maintained. <br />Processing Waste: -Refuse Pile RP-2/3/4 was not being actively worked at the time of <br />the inspection. The pile was covered with snow at the time of the inspection; <br />however, no problems were noted with respect to the pile. <br />- Refuse Pile RP-1 was covered with snow but appeared to remain stable at the <br />time of the inspection. <br />
