III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments <br />also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. <br />Jerry Nettleton (Nettleton) of Tvventymile Coal Company (Twentymile) accompanied Byron Walker (Walker) <br />of the Colorado Division of Minerals and Geology (Division) during this inspection. Photographs included in <br />this report aze on file in digitized form at the Division, and will be provided to Twentymile upon request. <br />AVAILABLITY OF RECORDS <br />Public review copies of the Tectmical Revision Applications 45. 46. and 47 were found on file at the Routt <br />County Court House. <br />A copy of the Stormwater Annual Report -Metal Mining (& Coal) for the report period October 1, 2003 - <br />September 30, 2004, submitted to the Colorado Depart of Public Health and Environment, was hand-delivered <br />to Walker during this inspection. <br />The 2004 Annual Reclamation Report: Permit No. C-82-056, dated February 10, 2005, was had-delivered to <br />Walker during this inspection. <br />SIGNS AND MARKERS <br />Some new disturbed area markers (fill-in to better describe the disturbed azea) were noted about the site. <br />ROADS <br />Paved haul roads were in good shape. Some unpaved roads were rutted due to wet conditions (frozen at the <br />time of the inspection). No roads were in bad shape. <br />HYDROLOGIC BALANCE <br />There was about a foot of snow over the site. No discharge measurements were read due to the hazazdous <br />access to discharge structures. There did not appeaz to be any problems at any of the impoundments. Watet <br />sampling sites on streams about the permit area were frozen over and covered with snow. No water quality <br />measurements were made. <br />BACKFILL AND GRADING <br />All backfill and grading requirements are associated with long-term mining facilities. No such activities were <br />observed or underway at the time of this inspection. <br />PROCESSING WASTE <br />Processing waste was being hauled to disposal azea 2. Material was being placed in echelon rows. <br />GENERAL MINE PLAN COMPLIANCE <br />Operations were in compliance with the general mine plan. <br />C-19g2-056.
