III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Janet Binns, of Colorado Division of Minerals and Geology, <br />Mr. Forrest Luke of Trapper Mining Inc accompanied the beginning of the inspection with Mr. Billy <br />Nicholson of Trapper Mining Inc. completing the inspection. The weather was warm and partly cloudy. <br />The snow pack is rapidly melting off. Temperature is recorded as 50° F by the thermometer at the mine <br />office. Higher elevations of the mine still have some snow pack remaining. Lower elevations have <br />already had most of snow melt off. The mine is an active surface mine. <br />Roads: A water truck was actively watering the LOM haul road during the inspection. Haul roads <br />throughout the mine site remain in good condition. Access roads were soft but mostly passable. Several <br />of the sediment pond access roads will need grading once conditions dry up. <br />Hydrologic Balance: <br />Ponds on the northern portion of the mine were inspected: <br />Pond Name NPDES # Condition Maintenance needed <br />East Flume 023 Holding water 5-6ft. below spillway. None <br /> Pond still mostly ice covered. <br /> Small sed. Delta at inlet <br />East Middle Flume #3 021 Discharging 0.03 on staff gauge at Need to retard further <br /> main weir. Temp. weir probably headcutting at inlet. <br /> needs to be removed due to higher Watch undercutting of <br /> flows and ice melt. Some erosion control fabric in <br /> headcutting at inflow continuing. drainage. <br /> Undercutting of fabric in spillway <br /> drains e. <br />Oak #1 017 Holding water to spillway.
