Certifications: <br />Impoundments: February 4, 1987 <br />Roads: West Mine Haul Road -February 4, 1987 <br />Coal Mine~VVaste disposal -Completed quarterly, 1st Qtr. 1992 submitted to <br />MLRD April 29, 1992. <br />Subsidence Monitoring: The required reports are being submitted to MLRD. The <br />1991 report is to be submitted, along with the Hydrology report by the middle of <br />May,1992. Reported subsidence is well within the anticipated predictions of 7 feet <br />displacement and 21 degree draw. Actual conditions indicate approximately 2.5 feet <br />and 15 degree draw. <br />Field Review: <br />East Mine Area <br />Fan Level -This area has been decommissioned for the present. The fan shaft is <br />being backfilled with development rock. This procedure has been approved by <br />MSHA. Additional reclamation work could be accomplished(structure removal) and <br />MLRD is discussing this with the company relative to the ongoing Mid-Term <br />Review. This area had been granted a Small Area Exemption(SAE) but the required <br />demonstrations may not have been adequate to meet the regulatory standards. <br />MLRD has addressed this apparent deficiency for all the SAE's in the Mid-Term <br />Review. <br />Portal Level -The portal entries are being reopened after closure due to a fire a <br />number of years ago. The reasons given for reopehing were to gain entry to the <br />West portal area. This would allow for the underground conveying of coal to the <br />East mine area and the utilization of the crusher/screening area at that location. ft <br />would also remove the current need to utilize the West Mine haul road. <br />During the inspection of this area a general discussion of the approved reclamation <br />plan for the East mine area took place. MLRD has approved the retention of the <br />highwalls based on a "variance"to approximate original contour(AOC) due to steep <br />slope mining. No such variance exists in the Colorado approved program. While <br />approval can be granted for reclamation other than AOC in steep slope areas all <br />highwalls must be eliminated. MLRD commented that this situation would be <br />researched during the Mid-Term Review. <br />
