III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />General Comments <br />This was a partial monthly inspection of portions of the active mining and reclaimed areas at <br />the Seneca II-W Mine, conducted in the accompaniment of Roy Karo of SCC. Weather was <br />cloudy and cool, with a few brief snow flurries. There was light snow cover of a trace up <br />to a couple inches in most areas, with the exception of steep south slopes, which were <br />snow-free. Primary haul road surfaces were in good condition, with muddy conditions in <br />other areas. <br />The dragline was operating in the Sage Creek/Wolf Creek mining block at the time of <br />inspection. Reclamation areas in the Pond 006 watershed ("A" Pit and "B" Pit), and mining <br />areas in the Pond 016/016A and Pond 017watersheds (Wadge South Pits and Wolf <br />Creek/Sage Creek Pits) were visited during the inspection. Permanent seeding of topsoiled <br />areas and permanent drainage channel construction had been completed in the reclaimed <br />"D" Pit area (Pond 005 watershed) prior to the previous inspection, and the "D" Pit areas <br />were not visited during this inspection. <br />Roads <br />Haul Roads within the mine areas inspected appeared to be properly maintained, with no <br />problems evident. <br />Grading associated with reduction of the upper (inactive) segment of Haul Road "A" has <br />been completed, and a portion of the fill slopes and cut slopes have been topsoiled and <br />seeded. Topsoiling and seeding along the entire segment of the reduced roadway will likely <br />not be completed until spring. <br />Hvdroloaic Balance <br />Ponds and Ditches <br />Pond 006 sediment excavation has been completed. A significant volume of sediment was <br />removed from the pond and spread on an area of graded spoils in the lower "A" Pit area. <br />Water level was approximately 3 feet below the top of the primary spillway riser, no <br />discharge. <br />Pond 016A had been pumped down earlier in the fall to allow for sediment survey and <br />regrading of in-slope slumps. Water level was approximately 8 feet below the top of <br />primary spillway riser, no discharge. Repaired slump areas appeared stable. <br />Ponds 16 and 17 appeared to be full and spilling over the tops of the primary spillways. <br />The sediment trap at Topsoil Stockpile CCC on Haul Road "K" was recently cleaned out <br />
