III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />Facilities <br />The frequency of coal haul truck trips has picked up. The trucks are using their top covers to keep <br />down coal dust. No problems with fugitive dust were observed. <br />The coal stockpile at the portal bench has reached the limits of surface disturbance on the east side of <br />the pile. The coal pile is close to the southern end of the portal bench. <br />More equipment was being installed at the substation on the upper bench. The operator is planning on <br />building a material storage shed adjacent to the main topsoil stockpile, on the north side of the pile. <br />Gob Pile ,, .. , <br />The operator has placed small piles of refuse on the gob pile for drying out. The top of the gob pile has <br />positive drainage. The underdrain is exposed at the rear of the gob pile. The collection and diversion <br />ditches were functional. The water baz and culvert in the southeast corner of the pile were also <br />functional. <br />ins and Markers <br />Mine ID signs were present at the appropriate locations and contained the proper information. Surface <br />disturbance mazkers were also_up, although the operator will place more surface disturbance mazkers <br />-along the western edge of the conveyor line for more clarity. <br />Slope Stability <br />The last road cut before the main haul road reaches the portal bench has a small slide beginning to <br />develop. It measures about 50 feet wide at the base and the head scarp has a displacement of about 1 <br />foot. The slide will be monitored visually to see if it presents a problem. <br />Records <br />The records were checked and found to be in compliance. <br />
