• (Page 2) • <br />MINE ID # OR PROSPECTING ID # M-79-195 <br />INSPECTION DATE_August 19, 1999 INSPECTOR'S INITIALS TAS <br />1. A site inspection was made of the Road Runners Rest II Pit permitted by Suburban Sand & <br />Gravel Co. Present during the inspection was Steve O'Brian representing the current operator <br />(Aggregate, Inc.). The purpose of the site inspection was to continue with measurements <br />necessary for determination of a current reclamation cost. Pit slope lengths and <br />measurements were field verified and cross referenced from a map of current disturbances <br />submitted by the operator on March 31, 1999. The map is based on an aerial photograph of the <br />pit taken on January 6, 1999. The measurements were part of the Division's on-going <br />reclamation cost evaluation begun during a previous inspection on February 26, 1999. <br />2. During an August 30, 1999 site inspection of the adjacent Henderson Industrial Park, the <br />operator (Jim Felix of Cat Construction, Inc.) noted that overburden and topsoil stockpiled <br />along the northeast permit boundary of the Road Runners Rest II Pit has "spilled" over the <br />boundary fence and onto the Henderson Industrial Park permit area. This inspector notes the <br />volume of material involved is negligible; however, the Division considers this matter to be <br />a problem and requests that Che operator of the Road Runners Rest II Pit complete the <br />following corrective measures on or before September 24, 1999 a) "pull" back the stockpiled <br />material from the permit boundary fence a distance great enough to minimize any further <br />sloughing of materials offsite, b) establish a setback distance from the boundary fence for <br />stockpiled materials and commit to maintaining the setback distance throughout the life of <br />mine, and c) submit photographs verifying completion of the requested corrective measures. <br />Please see page 5 for details. <br />3. The Road Runners Rest II Pit is permitted for a total disturbance of 168.41 acres. The <br />operator has posted a financial warranty of $68,500 in the form of a corporate surety. The <br />designated post-mining land uses are private recreation and wildlife habitat. The mining <br />plan has recently been revised to allow for pit dewatering and dry mining methods. The <br />reclamation plan specifies creation of one large lake approximately 135.66 acres with <br />perimeter slopes of 3:1 or less from five feet above to ten feet below the water level. <br />Other shoreline slopes will be regraded to 2:1 or less. Shoreline slopes above the water <br />line and adjacent areas will be scarified, topsoiled, mulched, and seeded with a rangeland <br />seed mix. A minimum topsoil cover of 6 inches will be applied. (The Division recommends the <br />operator reapply 12 to 18 inches of topsoil wherever possible, but will only require a <br />reclamation bond adequate for replacement of 6 inches of topsoil). <br />4. A significant portion of the permit area has already been mined. There is an "island" <br />in the center of the permit area that is currently used as a plant site and storage area for <br />finished product and topsoil. Surrounding the island is a series of ponds. This island will <br />eventually be excavated and removed, thereby resulting in one large lake. In order to <br />evaluate a current reclamation cost based on existing disturbances, this inspector notes the <br />following reclamation tasks to be completed: <br />reduce 8,727 linear feet of northeast and northwest pond slopes from 0.75/1 to 3:1 & 2:1; <br />slopes average 18 feet high <br />reduce 4,866 linear feet of southwest pond slopes from 1:1 to 3:1 & 2:1; slopes <br />average 10 feet high <br />reapply 2,420 cu.yd. topsoil over 3.0 acres of regraded shoreline <br />scarify (rip) 32 acres of plant site, office, and storage area <br />
