III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Tom ICaldenbach of the Division of Minerals and Geology. The <br />operator's representative was not contacted as the inspection involved checking stream water quality outside the <br />permit azea and examining recent air photos taken within the permit azea. With the operator's consent, this report <br />was not issued in the field. <br />Correction to Previous Month's Inspection Report <br />Pond E was incorrectly referred to as Pond C. <br />Hydrolo¢ic Balance <br />Pond water levels - Ponds G and F, as seen from Routt County Rd. 27, showed no significant change in water <br />levels from last month's inspection. <br />Purpose of inspection -The main purpose of this inspection was to verify the cumulative impact of coal <br />mining on the water quality in Trout Creek and the Yampa River. The Division has established a material <br />damage suspect level of 1,000 minhos/cm for imgation water in northwest Colorado. (Fish Creek's suspect <br />level is 1,500 mmhos/cm based on asite-specific information justifying a higher level.) <br />Stream sampling procedure - I measured the conductivity of the water in Trout Creek, Sage Creek, and the <br />Yampa River at eleven locations as shown on the map, below. The measurements were made within a three <br />hour period in order to provide a "snapshot" of impacts occurring at that time. <br />Results of sampling -None of the standard conductivity values exceeded the 1,000 mrnlios/cm suspect level. <br />
