<br />(Page 2) <br />MINE ID # OR PROSPECTING ID # M-79-195 <br />INSPECTION DATE_February 26, 1999 INSPECTOR'S INITIALS TAS <br />OBSERVATIONS <br />1. A site inspection was made of the Road Runners Rest II Pit permitted by Suburban Sand & <br />Gravel Co. Present during the inspection was Steve O'Brian representing the current operator <br />(Aggregate, Inc.). The purpose of the site inspection was Co measure and document active <br />disturbances at the pit and then calculate a current reclamation cost. <br />2. All necessary measurements were not completed during the inspection. Remaining <br />measurements to be taken or verified by the Division are slope gradients, lengths, and widths <br />for the active pit disturbance. Mans originally supplied by the applicant do not depict <br />current topography at the site. Mr. O'Brian volunteered to supply current and accurate mine <br />plan maps which can then be used to produce the necessary slope measurements. This inspector <br />agreed to allow the operator up to 30 days (April 12, 1994) to produce the new maps. In the <br />absence of these maps by April 12, 1999, the Division will schedule a follow-up field <br />inspection to collect these measurements. In the event that current maps are provided the <br />Division will still need to verify the measurements in the field. The operator has not <br />completed the mine plan. Eventually, there will be one 136 acre lake to remain for final <br />reclamation. Currently, there are three (3) lakes and one large "island" in the center of <br />the pit disturbance. Accordingly, the current lakeshore area is extensive with slopes <br />ranging from near vertical to 3:1. The pit is bordered on the north and west by the South <br />Platte River. <br />3. Approximately 30 acres remain which will be removed upon completion of the mine plan. <br />The 30 acres comprise the "island" mentioned in Item 2 above. According to Mr. O'Brian, the <br />perimeter of this area contains approximately 6 acres of 1:1 slopes ac 22' height. <br />Approximately 'h the surface area of the 30 acre island contains the plant site, ie: crusher, <br />screens, stacker, & conveyor system. The remaining portion of the island contains product, <br />overburden, and topsoil stockpiles. Under a worst case scenario (in which mining ceased <br />today) this entire 30 acre area will need to be scarified, topsoiled, and revegetated. The <br />perimeter slopes will also need to be graded to final reclamation contours. <br />4. There is also an 8 acre processing area near the site entrance to the Aoad Runners Rest <br />II Pit. Approximately 4 acres of this area will be scarified, topsoiled, and revegetated <br />during final reclamation. <br />5. The southern shoreline of the largest and southern most of the three (3) lakes has been <br />regraded to final reclamation contours. The bench above this shoreline also serves as the <br />boundary and access road to the adjacent Al Frei Pit #2. This inspector measured 920 linear <br />feet of this shoreline that will need to be stabilized by additional finish grading and <br />revegetation to remove minor rill and gully erosion. The erosion appears to be caused by <br />road drainage flowing onto a regraded, bare slope. This inspector estimates 1.3 acres of <br />shoreline (60' x 920') that will require finish grading and revegetation. <br />6. There are infestations of noxious weeds, diffuse knapweed and musk thistle in a number <br />of locations throughout the permitted area. This inspector estimates the surface area of all <br />the infestations to be at least 5 acres. The presence of these infestations is considered <br />to be a problem. In accordance with Rule 3.1.10(6) of the Construction Material Rules & <br />Regulations, the Division requests that the permittee or operator implement a weed control <br />plan for these noxious weeds during the 1999 field season and continue the weed control plan <br />until the infestations have been brought under control. The Division also requests that the <br />permittee or operator develop and submit a weed control plan for diffuse knapweed and musk <br />thistle no later than April 17, 1999. Attached co this report is a list of State and County <br />Resources that may provide technical assistance in developing a weed control plan. The weed <br />
