r <br />• <br />MINE ID # OR PROSPECTING ID # <br />INSPECTION DATE 7 6 98 <br />(Page 2) <br />M-84-099 <br />INSPECTOR'S INITIALS CLK <br />The following observations were made as part of an operator-requested inspection of this 112 <br />gravel pit. Currently, the previous Operator, Tectonics Inc.,has been found in violation of <br />the Army Corps of Engineers 404 Dredge & Fill law for filling the banks along the river <br />during the `93 flood. An agreement between Tectonics Inc. and Hall-Irwin allows Tectonics <br />access to the site to complete the ACOE-ordered reclamation measures, including grading, <br />covering, and topsoiling of these banks, along with the replanting of trees. Hall-Irwin still <br />retains the responsibility under their agreement for seeding the banks. <br />At this time, DMG does not hold a bond for the reclamation work to be done along the banks <br />of the river. Ha11-Irwin is planning to submit a Technical Revision to the permit by the end <br />of July to include the ACOE-ordered reclamation work into the current permit. At this time, <br />DMG is requiring that an Amendment be submitted instead, by August 7, 1998, since the changes <br />to be made include changing the setback of the river, and expanding the affected area of the <br />permit, as well as adding new measures to the reclamation plan.(PB1) <br />1. A sign was in place with the operator's name and the DMG permit number. <br />2. Fencing encloses one half of the site; stakes are in place on the other half. <br />3. The south pit, which had been excavated during the last inspection, has now been graded <br />and topsoiled. It is currently overgrown with weeds (thistle, cheatgrass, kochia). Only <br />seeding of this area remains to be done, along with the topsoiling and grading of <br />approximately 6 acres on the southeast side of the site, and the topsoiling of the process <br />area. <br />The bond for this site will be recalculated after the Technical Revision is submitted. <br />I & E Contact Address <br />NAME Jeff Greav <br />OPERATOR Hall Irwin Construction Co. <br />STREET P.O.
