Kullman and Gickens, <br />As a 208 agency whose membership includes 20 municipalities, counties, and <br />dischargers located in the upper Clear Creek Watershed in Clear Creek and Gilpin <br />Counties, the Upper Clear Creek Watershed Association (UCCWA) continues to be very <br />concerned about the public safely issues and water quality impacts of the Frei mining <br />operations on Clear Creek, as depicted in the embedded photos (taken on October 1 <br />and 18, 2007. and the runoff photo taken during a storm event in the spring of 2007). <br />As v:e noted in previous letters to Clear Creek <br />County Planning Department (Alarch 23, 20007 <br />and May 15. 20D7), portions of the quarry have <br />been paved for some time, and it is visibly obvious <br />that pavement is not preventing aggregate debris <br />and sediment from reaching Clear Creek. <br />Pavement under the tarping area (south side of <br />US 6) is covered by sediment due to lack of <br />sweeping. More paving, as Frei is requesting, will <br />not prevent additional aggregate debris and <br />sediment loading. Additionally, we believe that <br />
