III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />Pat Champlin (Champlin) and Rodney Gains of P & M Coal Company accompanied Byron G. Walker <br />of the Division on the availability of records portion of this inspection. Pat Champlin accompanied <br />Walker at the Permit area during an inspection of the sites of proposed road cuts to private property <br />from the North Haul Road. <br />AVAILABILITY OF RECORDS <br />A complete records check was made at the County Clerk and Recorder's office in the Routt County <br />Courthouse. All records were found to be on file by the close of the inspection. The Technical Revision <br />Number 44 application (under a P & M Coal Company letter of August 15, 2005) was on file for <br />public review. Outdated materials were discazded, and the Permit Application Package (PAP) posted <br />with approved revisions. <br />HYDROLOGIC BALANCE <br />All impoundments of the "String of Peazls", except for those silted in, contained water. The three <br />sedimentation ponds were in good repair. Other comments regarding the three sedimentation ponds are <br />as follows: <br />Im oundment Dischar e Comments <br /> <br />West Ridge none damp spring areas above, but no overland flow into, <br />this ond. <br />Center Ride es flow measured at 0.02 cubic feet er second cfs) <br />Moffat Area none water one inch below invert level <br />There was a 0.28 cfs (measured, 0.1 on the 30-inch weir) discharge at the Colorado Discharge Permit <br />System (CDPS) point 007. This flow is from spoil springs that discharge to the Koll Ditch and the <br />discharge from the Center Ridge pond. <br />No surface flows, except for Koll Ditch and Center Ridge pond, were evident on the site. <br />Water quality measurements of the Center Ridge pond dischazge were a conductivity (µ) of 2,970, <br />temperature (C) of 18.7, and a pH of 9.8. <br />BACKFILL & GRADING <br />Remaining reclamation backfill and grading at the Edna Mine is located in long-term mining support <br />facilities. This work consists of a small amount of grading of a lower (Oak Creek) office facility, the <br />West Ridge Diversion ditch, and the Moffat Pond ditch extensions. <br />C-1980-001 Coal Partial Inspection of September 9, 2005, Page 3 of 5 pages.
