III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations
made during the inspection. Comments also describe any enforcement actions taken during
the inspection and the facts or evidence supporting the enforcement action.
On May 31, to June 2, a partial inspection was conducted at the New Elk Mine.
Present during the inspection was Buddy Gordon and Randy Price. The weather
was threatening showers on Wednesday and partly cloudy on Thursday and
Friday. The ground was saturated from recent rains. Monitoring at the Golden
Eagle Mine show that 2'/8 inches of rain fell from Saturday through Monday of
this week. The rain fell steadily and did not appear to be a cloud bursts as is
characteristic of the storms in late summer.
RDA
The RDA was inspected. Recent rains have caused some sluffage of the road
embankment into the ditch along the access road to the bench. This was minor
and should be cleaned as part of routine maintenance. The Reno mattresses
took a serious hit again from the rains but alt of sections held. There were small
areas of minor undercutting and some sections where the river rock shifted. The
sections that had been tied-in with rebar held fairly well. Since the last inspection
work had been done to reconstruct sections of this drainage. Erosion areas along
the east drainage have been mulched and seeded.
The 100 year diversion ditches above the waste pile did not appear to have had
much flow. The grasshopper conveyors have been removed. The Division is
currently reviewing adequacy responses for a proposed conveyor re alignment.
RDA Pond
The embankment for the RDA pond was inspected .This pond is an MSHA pond
with a maximum capacity of 30 acre feet. The pond embankments were well
vegetated.
