•. • • <br />MINE SITE INSPECTION EVALUAION REPURT PAGE 7 <br />Bourg Strip Mine <br />A telephone conversation with Mr. Savage on 11/30/82 indicated that the <br />proposed permanent fill has been included in the permanent program per- <br />mit application. The Colorado Mined Land Reclamation Board is inclined <br />to approve the construction with a number of stipulations. Included <br />among the stipulations will be the requirement that Walden Coal Company <br />demonstrate that the east dump will conform to the approximate original <br />contour, that it will be compatible with the geomorphic characteristics <br />of the site, and that it will not alter the general hydrological charac- <br />teristics. Savage stated that the MLRD does not anticipate any problems <br />with legal precedent in this case because the situation and construction <br />have been considered and approved within an environmentally sound con- <br />text. In fact, two similar cases have recently arisen and will be so <br />considered. Mr. Savage added that the permanent program permit should <br />be issued by the end of December barring unforeseen complications. <br />Entrance identification and blasting signs were posted at the point of <br />access to the mine. The permit area was clearly delineated with peri- <br />meter markers. Topsoil stockpile B has been disked in preparation for <br />seeding. Stockpile A will remain under construction for almost one <br />year. A stockpile of saline-sodic material stripped from the upper sur- <br />face layer of the old mined area just east of the office is located just <br />south of stockpile A. All stockpiles are adequately marked. <br />Ponds A, B, C and H were observed and no discharges were noted. Drain- <br />age to the ponds is generally positive; a low section on the eastern <br />perimeter will be graded to improve drainage south and west to pond H. <br />Pond embankments were being disked in preparation for seeding. <br />Coal was being removed from the Hoyle seam in stage 2. Stage 3 over- <br />burden was being removed, and approximately three acres at the southern <br />end of the stage 1 "horseshoe dump" area were being regraded prior to <br />reclamation. Topsoil stripping is complete for the season. No blasting <br />is being conducted to facilitate mining operations. <br />An entrance identification sign is posted at the point of access to the <br />load-out site. Perimeter markers were evident but will be moved to more <br />accurately reflect the permit area. Drainage controls are not con- <br />structed as such. The combination of berms and the flat topography <br />serve to confine runoff within the permitted area. <br />Topsoil is stockpiled at the western end of the load-out site. The <br />stockpile is marked and seeded. <br />Access to the load-out is by way of a road leading north from Jackson <br />County Road 38. Mr. Savage stated that the permanent program permit <br />application review would address this road inasmuch as Walden Coal <br />Company uses it exclusively and may be required to permit and maintain <br />it. <br /> <br />
