• (Page 3) • <br />MINE ID # OR PROSPECTING ID # M-90-094 <br />INSPECTION DATE 01/23/98 INSPECTOR'S INITIALS RCO <br />Ther is another problem noted on nogg one of this report under the tonic of "revegetation" <br />due to the presence of knanweed on the permit area. The unmined areas south and southeast <br />of the present pit have a dense, extensive stand of knapweed (diffuse knapweed?), and there <br />is also a small patch of the weed at the northwest corner of the pit. This does not appear <br />to have affected the topsoil yet, but has invaded the tamarisk thickets. Whichever species <br />this is, it is on the list of noxious weeds of the State weed law. The law mandates that the <br />landowner typically is the party responsible for controlling the plant. In this case the <br />landowner is the operator, and the weed may be due to mining-related activity. The operator <br />must implement a weed control plan, to ensure that the weed does not spread to other areas, <br />and so that the affected area can be successfully revegetated, as the presently approved plan <br />requires. The abatement of th+s problem w;7i be by contacting a focal weed expert for <br />auid~ce 'n a weed control pan p1LS i~ementina that plan in 1998 cee the fast ~aae of <br />this re&~ort for the corrective action date. 1FOr the operator's information, the county's <br />weed control agent is Jude Sirota, who can be reached at 970/255-0795.) <br />The operator stated that eventually the pit would be backfilled, the processing and <br />stockpiling areas moved onto that portion of the permit, and another pit begun in the west <br />or northwest part of the permit. <br />A last observation was made during this inspection, which was that about 2.5 acres of the <br />north part of the permit area contained the above-mentioned concrete rubble. The operator <br />placed it there, and intends to backfill it into the pit. After the Notice described above <br />is received and approved, the operator may backfill such material, and may even place some <br />amounts of it in the permit area boundary. At present, however, though it will not be <br />regarded as a problem, the bond must be adjusted to cover the cost of pushing it offsite. <br />The offsite area would be the adjoining land where the other rubble is located. The operator <br />is not required to actually push it offsite though, becasue he will be supplying the Notice. <br />(After the Notice is received, the bond amount for pushing it offsite will probably be <br />applied to the cost of pushing it all into the pit, since it will presumably still be <br />stockpiled in its present location.) <br />The bond will be recalculated soon, based on the presently approved reclamation plan and <br />current amount of disturbance. The operator will be sent a copy of the figures for review. <br />There were no other items noted or discussed during the inspection.
