<br />• (Page 2) <br />MINE ID # OR PROSPECTING ZD # M-90-094 <br />INSPECTION DATE 01/23/98 <br />INSPECTOR'S INITIALS RCO <br />This inspection was performed by the Division as part of its monitoring of 112 pezmits. The <br />operator was contacted about the inspection, and a time was arranged to meet at the site. <br />The operator was present throughout the inspection. <br />The required permit ID sign was posted on the onsite scalehouse, visible from the entrance <br />to the permit area. The four corners of the permit area were adequately marked by yellow- <br />painted steel posts. <br />The permit area is bounded on the west by 23-1/4 Road. On the east and south sides are <br />vacant fields {though i-70 passes on the south a short distance away from the south boundary <br />line). The north side of the permit area adjoins undeveloped, commercial property owned by <br />this operator, which presently is filled with small piles of earth and rubble, mainly <br />concrete. <br />The pit is located in the central north portion of the permit area. When active, it is <br />dewatered, but at the time of the inspection was a frozen pond. The pit is mined toward the <br />south and east, though that will soon change due to the quality of the deposit becoming <br />poorer. There is still much area to the east and south within the permit, which has not been <br />mined. The northeast part of the pit/pond is being backfilled. Material used for <br />backfilling is excess overburden and the concrete rubble (mentioned above). <br />There is a oroblem noted on Dgge one under the to8ic of "records". which relates to this <br />backfilling with imported materials. The approved plan for this site is for the pit to <br />become a pond, with finished slopes of 3:1, and all dryland areas topsoiled and revegetated. <br />The operator is salvaging topsoil in sufficient quantities and has posted a $29,000.00 bond <br />which was calculated to be adequate to reclaim according to this plan. The actual practice <br />here is different, and will result in a different type of site at the conclusion of mining. <br />The pit is being backfilled, which is allowed since finished surfaces will be no steeper than <br />3:1, but the nse of imp9r d ma r~a~ m b om Dart of the Dian, no matter what amounts <br />are used. The operator must n ovid 'nforma 'on ~n h- form o a Not' a- ord~ng to the <br />details contained in Rule 3.1.519). characterizing the imported material. This Notice will <br />not affect the overall reclamation plan or change the post-mining land use. (Eventually, <br />however, the operator will have to modify these aspects of the permit, to reflect the <br />intended "commercial" land use rather than "rangeland", which is presently approved. This will <br />impact the need for topsoil salvage and later revegetation, and therefore, the bond amount.) <br />The abatement for this problem will be to D ovid h No i (s R 1 1. 1 )) by the date <br />shown on the last Dage of this report, <br />Topsoil is stockpiled on the east edge of the permit, a couple hundred feet east of the pit. <br />There is an overburden pile south of the pit. Pitrun is stockpiled on the northwest part of <br />the permit. This material is crushed in the processing area to the south of the pitrun, with <br />the product stockpiled nearby. There were no fuel storage facilities observed and no <br />contaminated soils. There was a small amount of equipment and parts present, and minor <br />amounts of debris. Mining equipment observed included a couple of portable conveyors and a <br />screen deck. <br />The area near the entrance contains a scalehouse and truck scale. These items are portable. <br />The house is on skids with no footers, and the scale has concrete footers with earthen ramps. <br />These will require minimal bond to remove. There is a small pile of oversized material <br />present here, and a pile of woody debris which can be burned in place. Much of the southern <br />portion of the permit area is not disturbed and is covered by tamarisk thickets. <br />
