Y • •~ 1 <br />~'~ <br />The inspection then proceeded back to the north near the top of the permanent road as it <br />exits the disturbed area on the west. LCC has added a culvert in the saddle area to pass <br />any flow to the north under the road and toward the west downdrain of Fill 8. The road in this <br />area was wet and muddy at the culvert intersection Where the road crosses the disturbed <br />area, it remains the responsibility of LCC to construct and maintain the road to function <br />properly. Additional sub-base and road shaping will improve the road in this location as well <br />as other locations. The function of the road as a permanent water diversion feature cannot <br />be understated. Road ditches and culverts on the north side are a primary feature of the <br />post-mining drainage system at this site <br />A brief discussion was held prior to the termination of the inspection at about 11:45 am. Due <br />to issues identified and remaining work to be completed, the Phase I bond release cannot be <br />forwarded for approval. However, given the nature of the work involved and weather <br />uncertainties, it was determined that LCC should be allowed time to complete work as noted <br />in this report. Acquiring the proper equipment to complete the work is also at issue It was <br />decided that following the final completion of necessary work, and based on LCC's <br />notification to the DMG. the DMG would arrange afollow-up inspection to verify work and <br />make a final determination concerning the Phase I bond release request Advance notice to <br />all parties in attendance on this day would be provided. <br />6 <br />
