_ ~ (Page 2) <br />MINE ID # OR PROSPECTING ID # M-74-015 <br />INSPECTION DATE 04/13/99 INSPECTOR'S INITIALS ESC <br />OBSERVATIONS <br />This was an inspection of the Lyons Pit (Rockin' WP) conducted by Erica Crosby of the <br />Colorado Division of Minerals and Geology. Whitie Glasser representing Western Mobile <br />Boulder, Inc. was present during the inspection. Weather conditions on site were clear and <br />warm. Ground conditions were dry. <br />The Lyons- Rockin' WP Pit is located 2 y, miles east of Lyons, southwest and east of the St. <br />Vrain River. The permit area encompasses 237 acres. The mining and reclartiation permit was <br />issued to Western Paving Construction Company in 1977. The permit was transferred to western <br />Mobile Boulder, Int. in 1996. The site was last inspected by the Division. on May 4, 1982. <br />The bond currently in place is in the amount of $71,250.00. <br />The site is listed as an active mining operation, but the pits have been reclaimed for a <br />number of years. The site is only used as a loadout facility. Conveyors t::ansport sand and <br />gravel from the adjacent Miller Pit (Permit No. M-82-034) to the loadou*_ facility. The <br />conveyors are located in both permit boundaries for a total distance of 2,1;00 feet. Six (6) <br />ranch-type silos are located in the permit area, which can transport sand and gravel by rail. <br />The rail extends from the loadout facility to the process plant just outside of Denver. The <br />bond held by the Division appears to be adequate to reclaim the loadout facility. <br />The permit boundary area is marked by fences. Amine identification sign Baas posted at the <br />mine entrance. Four (4) pits were mined in the 1970's and 1980's. The, pits have been <br />reclaimed to three (3) groundwater ponds and one surface water reservoir. <br />Phase I pit was mined between 1974 and 1980. The pit has been reclaimed to a pond fed by <br />groundwater. The pond slopes have been regraded and reseeded, with exception to the <br />northwest corner. This corner is adjacent to the loadout facility, whict. remains active. <br />Willow trees were noted along the pond slopes. Cattle have been grazing on the property for <br />a number of years. The operator stated that the cattle will be moved off ~:he property this <br />year to allow the vegetation to thrive. <br />A low water crossing along the St. Vrain River was installed by the operator roughly 5 years <br />ago. The river crossing was put in place to improve the mine road across the St. Vrain <br />River. The river crossing consists of a number of large culverts, and a large concrete <br />spillway for water to pass during high flow conditions. The river crossing was not included <br />in the permit application, and will need to be addressed to be in accordance with Rules 6.4.4 <br />and 6.4.7 of the Construction Material Rules and Regulations. See page 4 for additional <br />detail. <br />The Phase II pit was mined between 1978 and 1981. The pit has also been reclaimed into a <br />pond fed by groundwater. Slopes are reclaimed between 3h:ly and 4h:ly and are well vegetated <br />with grasses and trees. The pond banks were reclaimed to a meandering pattern that blends <br />in well with the St. Vrain River corridor. <br />The Phase III pit was mined in 1981, and was also reclaimed into a groundwater fed pond. The <br />Ramey irrigation ditch is located between Pond II and IIi. The pond was reclaimed into a <br />nice meandering pattern and is well vegetated with grasses and trees. Numerous ducks were <br />noted in the pond. <br />
