The time involved in these negotiations and the planning o• a enhanced reclamation <br />plans to the satisfaction of the local community has been tremendous. Little time has been <br />available for doing much of any other work, like completing the special use permit application. <br />Now that those negotiations seem to have been largely resolved, time is available to complete <br />the special use permit application for this operation. <br />The special use application should be completed by late May or very early June and <br />immediately submitted. By late June the El Paso County Planning Department should have <br />reviewed the application. At that point it should be known whether any changes in the <br />amendment submitted to the Division will be needed as a result of changes required by the <br />special use review. Once the Planning Department has made their review, Transit Mix will <br />proceed to prepare any changes to the amendment application now before you. Or, if no <br />changes are needed, Transit Miz will inform you that the Division can proceed with processing <br />the amendment. Amendment processing will be done under the assumption that the Planning <br />Commission and the County Commissioners will not make any major changes to the special <br />use permit application. Therefore, by setting an end of 1993 date for further consideration of <br />this unfortunate incursion, it is possible that the minor nature of the incursion will no longer be <br />important. Under the amendment, most of the area involved in this incursion is contained <br />within Phase Ie (amended plan phase).
