and the private land. The USFS lands have been gazed to the extent that a significant <br />impact to vegetation has occurred. I had asked the operator why MCC had not applied <br />for a Phase II release and was told that MCC did not think the USFS lands would be able <br />to pass the vegetation requirements. I would have to agree. However, this area is only <br />being reviewed for Phase I release. The area appears to have met the requirements for a <br />Phase I release. <br />
