The stockpile <br />of unknown origin behind the coal stockpile thought to be a topsoil stocJcpile, should <br />be marked as such. <br />4,03 Roads <br />The haul road was in good surface condition. Small rockslides had made the <br />county road somewhat hazardous, but were outside Blue Ribbon's permit area. <br />The roadside ditch which goes around the haul road switchback had filled and <br />water was coursing down the roadway. This ditch needs to be cleared and reestablished. <br />There were several small slides along the access road to the old fan bench. <br />Blue Ribbon was previously issued NOV 81-43 for the failure to properly handle the <br />material excavated From the road surface. The recent slides show that the cut slopes <br />have decreased the slope stability, thereby increasing the potential for environmental <br />damage. Prior to any future use of this road, Blue Ribbon must request and receive <br />written approval from the Division. <br />4.04 Support Facilities <br />The truck scale was not inspected during this inspection. All other facilities <br />were in good condition, with the exception that the diesel storage tank behind the <br />generator building was partially covered with sloughed material from the face-up. if <br />the operator intends to remove this material, he should be careful not to increase the <br />tendency for instability by cutting the toe of the slope. All excavated material should <br />be disposed of properly and must not be pushed over the bench embanF;ment. <br />4.05 Hydrologic Balance <br />All of the ponds had some water in them, but no discharges were occurring. <br />The coal stockpile drainage was working, but needed further work on the south <br />end to prevent water from escaping treatment. In this area, it is apparent that coal <br />has been piled too close to the ditch system and has filled part of it in. <br />4.06 Topsoil <br />The small pile of dirt material behind the coal storage pile considered to be <br />topsoil should be considered as such until proven otherwise. A marker in di catinq TOPSOIL <br />must be placed on the pile. <br />
