Topsoil from phase 1 is stockpiled at the northwest corner of the permit area - <br />overburden is piled along the western perimeter. There are several stockpiles located on the <br />pit floor and east of the pit. These consist of crushed rock, crusher fines and natural <br />fines, and reject asphalt. The permittee believes that these piles are salable or usable <br />materials. <br />Rule 6.7 of the Hineral Rules and Regulations of the Mined Land Reclamation Board specifies <br />that: <br />(1) At the entrance of the mine site the operator shall poet a sign, which <br />shall be clearly visible from the access road, with the following: <br />(a) The name of the operator, <br />(b) A statement that a reclamation <br />permit for the operation has been <br />issued by the Colorado Mined Land <br />Reclamation Board, and <br />(c) The Permit Number. <br />(2) The boundaries of the affected area will be marked by monuments or <br />other markers that are clearly visible and adequate to delineate such <br />boundaries. <br />The south and east permit boundaries are marked by a barbed wire fence. The permit area <br />corners were marked with survey pins, but the pine could not be located because of snow cover <br />or because they had been removed or covered. The operator should mark the permit corners <br />such that they can be located regardless of snow, etc. The entrance sign was not posted at <br />the time of this inspection. <br />There is a power line running approximately north and south through phase 2 of the permit <br />area. In accordance with Section 34-32-115(4)(d), the permittee must secure an agreement <br />with persona having an interest in the power line that damage to the structure ie to <br />compensated for by the permittee. <br />Changes to the Mined Land Reclamation Act since the time that this permit was issued have <br />included the removal of the $2500.00 bond cap for 110(2) type permits. AL1 mine sites in <br />Colorado are now required to be bonded for the actual cost of reclamation if, in the case of <br />permit revocation and bond forfeiture, the at ate were to put the reclamation work out for <br />competitive bid. Attached to this report is a detailed estimate of the coat to reclaim this <br />site based on the approved mining and reclamation plans, and conditions observed during the <br />inspection.
