5 <br />Certifications: <br />Impoundments - pond certified on 3-23-83 <br />Roads - certified on 4-16-85 <br />Recent permitting actions: None <br />Pending permitting actions: Mid-Term Review should be <br />finalized in the very near future. The current permit expires <br />on 8-23-93. Some of the important areas under review for the <br />Mid-Term include Small Area Exemptions for a number of <br />locations(topsoil stockpiles and outslopes along southern <br />border) and an Incidental Boundary Change for the loading <br />tower near R/R tracks. <br />FIELD REVIEW <br />Mine Identification signs are posted in the correct locations <br />with all applicable information. Perimeter and topsoil markers <br />are in place and are being maintained. <br />Hydrologic system: A sediment pond located on the East side of <br />the disturbed area and a small sump on the West side along <br />with the associated diversions control surface runoff. A few <br />areas, noted above, are under review for SAE status. They are <br />well vegetated with no signs of erosion. <br />Discharge structures: The pond has a combination spillway <br />system consisting of a closed conduit principal and an open <br />rock rip-rapped emergency. The outslopes of the structure are <br />well vegetated. <br />Haul/access road: The roads are well maintained and surfaced <br />with a durable material. As noted above, Mag-Chloride needs to <br />be applied in the Spring and Fall to ensure compliance with <br />the air emissions permit. <br />Topsoil: Two storage areas exist - one large pile on the West <br />side of the permit and a smaller one located on the East <br />boundary. Mass balance calculations are being conducted as <br />part of the Mid-Term Review. The structures are well vegetated <br />and being reviewed for SAE status. <br />Current activities: Approximately 13 acres have been disturbed <br />with 20 acres permitted. Disturbed acres are active for the <br />conveying, crushing, screening, stockpiling and loading of <br />coal. No reclamation is anticipated until the shutdown of the <br />facility. <br />No enforcement actions were outstanding at the time of the <br />inspection and none were taken as a result of this inspection. <br />
