(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1978-315 <br />INSPECTION DATE 6/9/03 <br />INSPECTOR'S INITIALS ESC <br />OBSERVATIONS <br />This was an inspection of the Red Rocks Pit conducted by Erica Crosby of the Division of <br />Minerals and Geology. Heather McLaughlin of Routt County Road & Bridge was present during <br />the inspection. <br />An 110c Mining and Reclamation Permit was issued to Routt County on 11J22J1978 for a total <br />permit area of 5 acres. The postmining land use is wildlife habitat. According to county <br />records, the land is now owned by Cottonwood Land Company. <br />The site is located 10 miles south of Hayden in Routt County, Colorado. Amine <br />identification sign was posted at the entrance to the site. The site is composed of lh:ly <br />slopes and highwalls. The overall height of the pit is 20 feet. A bench at the base of <br />the hill is approximately 1 acre in size. The bench consists of red rocks and silt <br />material in a very compact state, and little to no vegetation is present. A number of <br />small rock piles exist on the south end of the pit. No topsoil was available at the time <br />for salvage and replacement. <br />According to annual reports submitted by Routt County, the site was last mined in 1993 <br />where 0.5 acre was disturbed. Rule 3.1.3 of the Construction Materials Rules and <br />Regulations state that "...all reclamation shall be carried to completion by the Operator <br />with all reasonable diligence, and each phase of reclamation shall be completed within 5 <br />years from the date the Operator informs the Board or Office that such phase has <br />commenced, unless extended by the Board or Office." <br />It appears that 10-years has lapsed since disturbance of the site was last noted. If <br />mining ceases after 190 days, the operator must either file for Temporary Cessation status <br />or reclaim the site. Therefore, the County must complete one of the following options to <br />be in compliance; <br />1. Demonstrate to the Division that mining or reclamation has taken place at the Red <br />Rocks site within the last 180-days by August 8, 2003, OR <br />2. Apply for Temporary Cessation (TC) in accordance with Rule 1.13 of the Construction <br />Materials Rules and Regulations. The operator must demonstrate that construction <br />material reserves remain in the mining operation to be eligible for TC status. In <br />addition, TC is approved in two (2) five (5) year intervals and is retroactive from <br />the date the site was last affected by mining related activity. The TC application <br />must be submitted by August 8, 2003, OR <br />3. Reclaim the site to the standards set forth in the approved reclamation plan. In <br />particular, the County will need to regrade the piles on the south end of the site <br />and rip and revegetate the lower bench. The approved slopes vary between lh:iv and <br />2h:ly. If the operator intends to change any component of the reclamation plan, a <br />revision to the permit may be required (i.e. if highwalls are to remain). A copy <br />of the seed mixture from the approved reclamation plan is enclosed.
