III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion.of observations made <br />during the inspection: Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />There aze a few rills forming.in the central drainage area of the reclaimed portal bench azea but vegetation is <br />starting to take hold and may be able to prevent any further erosion. However, some areas of the reclaimed azea <br />have a sparse vegetative cover. The backfilled areas need to be watched for any erosional gullying. The straw <br />bales in the road ditch at the north side of the reclaimed West Mine portal bench area need to have the soil <br />removed from behind the bales. The West Mine road, leading from Steven's Gulch to the former mine entrance, <br />was in excellent condition. The two road culverts nearest to the former mine entrance, will need inlet cleaning <br />soon. <br />East Mine <br />The front gate at the East Mine was closed and locked. The mine ID sign was up. The paved haul road to the <br />crusher/screener bench and the graded access road to the portal bench were in very good condition. The road up <br />to the water tank bench was passable, although a lot of small rocks have fallen onto the road. The road to the cap <br />and powder house site was not passable by vehicle due to several rocks on the road, but was passable on foot. <br />Some of the silt fence at the water tank bench needs maintenance. Also, on the crusher/screener bench, the straw <br />bales around the drop inlet and in the ditch at the back of the bench need to be placed more securely. Collection <br />and diversion ditches had sufficient capacity and culverts were cleaz of debris and sediment. Some additional <br />seeding of the topsoil stockpiles at the East Mine would be a good idea since some small areas of sparse <br />vegetative cover are beginning to appear. <br />Of the four in-series bin wall ponds, only pond #2, second from the top, had any water in it. The amount of <br />water in pond #2 was small. Pond spillways, primary and emergency, appeared to be functional and the bin <br />walls appeared to be stable. <br />There were no slides or slope failures at the West Ridge waste pile. The vegetative cover was very good. The <br />collection and diversion ditches were functional. The pond at the waste pile had a little water in it. Pond <br />spillways were functional and the pond embankment was stable. There were no signs of slope failure at the old <br />waste pile. The straw bales at the entrance to the road that leads to the old waste pile will need repair soon. <br />There were no signs of slides with any of the cut and fill slopes and benches at the mine site. <br />Records <br />All of the records were in compliance, as documented.in the following records checklist. <br />c:/word bowie 1 /insp0404 <br /> <br />2 <br />
