III. COMMENTS -COMPLIANCE .~a0hfie(~ Goo -o~y <br />(~~y~ ~~ ~ a a- ~ <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Southfield Mine conducted by Jim Stark of CDMG. George <br />Patterson of EFCI accompanied me on part of the inspection. The mine is shut down and has <br />been performing reclamation activities since the fall of 2001, The weather was cool and <br />sunny and the ground was covered with a dusting of snow. <br />SIGNS and MARKERS: The mine ID sign and permit boundary markers were in place. The topoil <br />stockpile signs at the refuse pile were not in place because the piles were being used for <br />reclamation of the refuse pile. The other topsoil stockpile signs were in place. <br />ROADS: -The mine entrance road was well maintained and in good condition. <br />- The haul road to the refuse pile was well maintained and in good condition <br />- The road from pond 1 to pond 2 and through the "bone-yard" was a bit rutted but overall <br />it was in good condition. <br />HYDROLOGIC BALANCE: -Pond 1 has been pumped dry and was being used to store/dispose <br />of demolition debris (as approved of in MR-41). The pond was well vegetated and in good <br />condition. <br />- Pond 2 and Pond 3 are lined ponds that were used in the wash plant. Pond 2 is dry and <br />pond 3 contained water about five feet below the high water mark. The Operator had a <br />pump at pond 3 and was preparing to pump the pond dry for reclamation. There is a pile <br />of topsoil by the pond for use affer the pond is backfilled and graded. <br />- Pond 4 was dry. The pond was well vegetated and in good condition. The Operator has <br />done some cleaning work in the pond since the last inspection. <br />- Pond 5 was dry. The pond was well vegetated and in good condition. There did not <br />appear to be any further work on the removal of the cattails in pond 5. This cattail <br />removal needs to be completed to ensure the pond has the proper capacity. <br />- All of the ditches appeared to be stable and in good condition. <br />- The permanent diversion of Magpie Creek has been completed. There are several large <br />rock check dams on the upper portion and the entire (steep) lower portion has been <br />riprapped. The diversion appears to have been constructed as designed. There are <br />several piles of dirt from the excavation of the channel that should be moved so they do <br />not get washed into the channel and become an off-site impact. <br />- Both of the ponds at the loadout were dry. Both were well vegetated and in good <br />condition. <br />PROCESSING WASTE: The refuse pile is about 95+9o covered with subsoil. George Patterson <br />indicated that he believed that the remaining pile would be covered by the end of the day. <br />About 50% of the pile has been topsoiled, The Operator has used the entire subsoil pile and <br />was using soil from the borrow area beneath and beside the pile. <br />TOpSOjI: The subsoil stockpile by the refuse pile has been used and the operator is now using <br />soil from the borrow area beneath the pile. The operator has started to use topsoil from the <br />stockpile adjacent to the subsoil pile. The runoff from both of these piles goes to Pond 4 so <br />there should not be any off-site impacts due to the sediment, <br />
