' • <br />~~ <br />INSPECTION REPORT - PAGE 2 <br />FILE N0. M-76-032 <br />DATE: October 15, 1985 <br />OBSERVATIONS OF IMPORTANCE: <br /> <br />1. Mr. Gary Bennett accompanied the inspectors on site. Mr. Bennett was very <br />courteous and cooperative. <br />2. The site was field inspected; permit review and correlation with field <br />conditions were conducted on October 22, 1985. <br />3. The site is permitted to disturb 14 acres. Upon reviewing the map <br />submitted to the Division in June, 1984, the "Pit Area" comprises 11.75 acres <br />and the "Plant Area" comprises 2.08 acres, totaling 13.83 acres. However, the <br />"Pond", "Restored Area," and "Overburden and Topsoil Stockpiles", located west <br />of the pit area, were not included in the affected land area; these areas were <br />included in the original affected land area permitted. These lands affected <br />by the mining operation need to be considered in the total "Affected Land <br />Acreage". The application should be amended to reflect the total affected <br />acreage. This may constitute a possible violation. <br />4. The "Pond" west of the "Pit Area" is a reclaimed parcel, separated from <br />the river by an 80-foot berm. Persuant to Minerals Rules and Regulations <br />No. 6.1(f), "In all cases where a lake or pond is produced as a portion of the <br />reclamation plan, all slopes, unless otherwise a roved b the Board, shall be <br />no steeper than a ratio of 2:1 horizontal to vertical ratio ,except from 5 <br />feet above to 10 feet below the expected water line, where slopes shall be no <br />steeper than 3:1.", final reclaimed pond slopes are required to meet this <br />criteria. <br />5. Beaver dams blocked the western pond inlet to the river, enlarging the <br />pond, and apparently flooding-previously undisturbed land. The dams are <br />breached in locations, resulting in pond water flowing into the river. <br />6. The permit specifies that the pit perimeter will be sloped no steeper than <br />3H:1V. The "Restored Area" west of the "Pit Area" appeared no steeper than <br />3H:1V. <br />1. The permit specifies that an adequate volume of "Plant Growth Medium" to <br />attain a replacement depth of 6 to 12 inches over the entire site will be <br />stockpiled. <br />Fines resulting from the gravel-washing operation are salvaged and stockpiled <br />at various locations. It is recommended that this material be consolidated, <br />stockpiled in slopes no steeper than 3H: 1V and seeded with a perennial cover <br />crop for conservation purposes. It does not appear that an adequate volume of <br />fines for reclamation purposes is available on site. <br />A letter to the Division from Gary Bennett, Animas Aggregates, Inc., dated <br />June 25, 1984 stated that a technical revision would be submitted (as soon as <br />Possible) indicating "how the fines will be augmented with proper proportions <br />
