III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />diversion ditch. The toe of the B-seam portal bench has been constructed, with large <br />boulders placed on the outslope. The excavation work is progressing from the top down <br />to the final portal level and the bench fill is progessing from the bottom up to the fmal <br />portal bench level. The B-seam material storage area is progressing up the side of the hill, <br />with lazge boulders on the outslope. Room was made on the outslope for the already- <br />existing light use road. <br />There were no compliance problems with any of the structures at the mine site and at the <br />unit train loadout. The coal stockpile at the bottom of the hill was moderately lazge in <br />size. A unit train was being loaded at the time of the aerial inspection. A moderate <br />amount of coal was stockpiled on the portal bench. There were no problems with fugitive <br />dust offsite. <br />Most of the reclamation of the drill pads and drill roads has been fuushed in the azea just <br />west of the D-seam portal bench. Most of the reclaimed azea has had mulch matting <br />applied to it. <br />Slope Stability <br />There were no signs of slope instability with any of the cut slopes and the fill benches. <br />c:/word/bowie2/insp0803b <br />2 <br />
