Bowie No. 2 Mine: aQ. 2
The sediment pond and topsoil stockpile at the mine entrance were stable and the pond was not
discharging. We continued to the gob pile and adjacent cover pile stockpile. Both piles and
water control ditches appeared stable. The uphill end of the underdrain for the gob pile is
evident. Some small piles of gob and sediment from pond clean out will be graded /compacted
when completely dry. The sediment ponds for this area were stable and not discharging. The gob
pile sediment pond was cleaned out last fall. The water pumping station area was stable and we
thought we identified some whitetop in this area which should be sprayed.
We continued by driving to the vent shaft construction site. The construction is nearing
compietion and the site had silt fence protection. We returned to the facility area and walked to
the upper pad which holds the ventilation fan /electrical substation. This area is neat and orderly
and Mr. Dudash identified some minor ditch maintenance here. We walked the main facility
area and coal stockpiles. These areas were also neat and well maintained. Mr. Dudash discussed
means to ensure a culvert location would be kept clear at the east side of the coal stockpile. All
fuel and lubricant storage was well organized and maintained. This concluded the field
inspection.
Mr. Dudash conducted a thorough review of permitting and environmental monitoring records at
the mine of£ce to conclude the inspection. The review included: the current NPDES permit and
monthly DMR's, 1~' quarter 2000 refuse pile and sediment pond inspections, haul road and
sediment pond certifications, liability insurance and bonding documents need to be updated in
the mine site records with current copies, 1999 Annual Reclamation Report (79.0 disturbed
acres ), 1998 Annual Hydrology and Subsidence Report (visual subsidence monitoring only) /
DMG has granted a time extension for the 1999 Annual Hydrology and Subsidence Report, and
the CPDES Stormwater Management Plan is current. This concluded the inspection.
We did not identify any off site impacts during the inspection, and as indicated above, Messrs.
Dudash and Bear agreed to several minor maintenance items we identified during the inspection.
Overall the mine site is well organized and well maintained, particularly the primary haul road.
Proposed construction of the conveyor belt as indicated above will probably eliminate the need
for haul trucks to access the main facility bench coal stockpiles, and will be a major safety
improvement for the entire operation.
Please address any questions concerning this report to Henry Austin at haustin c(e,osmre.gov or
phone to (303) 844-1400 X1466.
