Box 483 <br />Paonia, CO 81426 <br />Bowie No. 2 Mine <br />Complete, oversight inspection <br />May 10, 2000 <br />Participants: <br />Bill Bear, BRL - <br />Joe Dudash, Colorado Division of Minerals and Geology (DMG) <br />Henry Austin, Office of Surface Mining (OSM) <br />I participated in the above joint, oversight inspection which was led by Mr. Dudash. Weather <br />conditions were warm and fair with recent (48 hr.) rain showers in the area. Ground conditions <br />were dry inmost areas with some surface water runoff associated with ditches along the primary <br />(portal/office access/coal haulage) haul road. This mine was selected for a complete, oversight <br />inspection during the 2000 Evaluation Year by the joint DMG / OSM Oversight Team. Mr. Bear <br />represented the permittee. <br />We began the inspection with Mr. Dudash notifying Mr. Bear of the OSM oversight, explaining <br />the nature of the complete inspection, and we proceeded directly to the field and began by <br />walking the primary haul road downhill to the mine entrance. We made general observations of <br />surface water tunoffcontrol, cutslope and outslope stabilization, ditch and culvert inlet /outlet <br />protection and maintenance, and topsoil stockpile location and protection. In general, the haul <br />road and associated water control structures are well designed and maintained. There were a few <br />small areas which needed minor maintenance and Mr. Dudash discussed /agreed to these areas <br />with Mr. Bear at the conclusion of the inspection. The topsoil stockpile is becoming stabilized <br />and we noted a small thistle infestation. <br />The permittee has DMG approval to construct a new sediment pond south of the present pond <br />location and topsoil from both this new pond location and the pile adjacent to the current pond <br />will be moved to the main topsoil stockpile. The former pond location and adjacent areas will be <br />graded to establish a coal stockpile /truck loadout at this location and the present mine entrance <br />road will be relocated east of here. The permittee plans to permit a conveyor belt from the <br />portal pad down to this location. The contractors for this work were on site installing silt fence <br />as required and beginning to clear /grub the area prior to topsoil removal. <br />
