III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />the sides, so that water will go down the middle of the structure. <br />Two springs were flowing alongside and into ditch P-3. The other <br />rock check dams were intact. There is a small gully in ditch H-3, <br />section C-1, just before it turns into section C-2. The gully <br />should be filled in. There is one section of the Homestead <br />irrigation ditch that is beginning, to fill in, due to erosion above <br />of a loose shale Cut. This area had previously filled up and water <br />was allowed to run onto reclaimed land. This ditch should be <br />watched and repairs made before the ditch completely fills in. The <br />irrigation ditch does not belong to the mine operator. <br />8IGN8 AND MARRERB <br />All of the mine id signs were up and contained the correct <br />information. The west mine id sign needs some repair, however. <br />Permit boundary markers were up. <br />FACILITIS9 <br />There were no problems observed at the shop area. A power pole had <br />been installed to the east of the shop for the Foidel Creek Mine. <br />Improvement work will be done on a substation east of Demonstration <br />Area No. 3. This work is also for the Foidel Creek Mine. Road <br />improvement will take place through some of the demonstration area. <br />ROADB <br />All of the roads at the mine site were in good shape. <br />BASS AND DEMONSTRATION AREAS <br />No erosional problems were observed at any of these areas. <br />RECLAMATION <br />Although the operator had sprayed for noxious weeds back in July, <br />there were still some areas that had thistle. Thistle was observed <br />in sections C-1 and D of ditch H-3 and sporadically along the west <br />
