The statement also noted the need for topsoil for <br />transplanting on the corridor. Questions arise as to the fate of topsoil which <br />should have been removed from the corridor area prior to mining. <br />EFC stated that topsoll removal, replacement, and reseeding was addressed in <br />the major modification application, and EFC pledged to follow those guidelines <br />in its approved minor modification areas. The OSht staff apparently had no <br />major objections to topsoil handling proposals within the major modification <br />application. <br />INSPECTION FINDINGS <br />Soil removal was ongoing at the Pinnacle Peak Reservoir construction site. The <br />contractor working for EFC was apparently mixing A and B horizon soils during <br />removal and placing them in a stockpile about one-eighth mile to the southwest. <br />It was requested than the A and B horizons be segregated and stockpiled <br />separately if possible. A ditch acting as a stream diversion had been construc- <br />ted around [he edge of the dam construction area. No sediment control was noted <br />for it, except that the gradient from upstream to downstream was supposedly <br />reduced as much as possible to control erosion and contributions of total <br />suspended solids to downstream flow. I requested that a small excised basin be <br />constructed at the downstream end of the ditch to further control siltation in <br />• the natural stream channel. Topsoil removed from the access road into the <br />Pinnacle Peak Reservoir site was pushed to the downslope side of the road. It <br />should be removed and stockpiled as soon as possible to avoid contamination <br />and loss. <br />The check dam included in the minor modification was to be located downstream <br />from the large 70 acre topsoil removal area. It was not constructed as of the <br />day of [he inspection. Rick Brown said the check dam was to be used until the <br />Pinnacle Peak Reservoir dam was constructed downstream. The reason the check <br />dam was not built was because EFC expected approval from the State Engineer for <br />the Pinnacle Peak Reservoir dam about one week from the inspection date. Rick <br />Brown said [he Pinnacle Peak Reservoir dam would be completed in approximately <br />two weeks aftec the State Engineer approval. I requested the check dam be <br />built, and Rick Brown pledged to begin work on it the following day. <br />The 70 acre topsoil removal area was also reviewed. Topsoil and subsoil was <br />being segregated and s[ocl:piled separately. The minor modification plan in- <br />dicated topsoil removal only. The iron[-end loader, used to transplant trees <br />and shrubs from the area, was broken down and apparently had been for three <br />[o four days. All trees and shrubs had not been transplanted from the area <br />prioc to topsoil and subsoil removal, as noted by the vegetative berm on the <br />downslope side of the narrow access to the area created by dozers pushing <br />the trees and shrubs to the side• Tha[ vegetation berm was observed on the <br />downslope side of the narrow eastern access to the area. Several flagged <br />stakes were noted around the perimeter of the topsoil area. The disturbances <br />seemed to be within the designated approved minor modification area. <br />u <br />-2- <br />
