<br />Connell plans to mina to the etaystone bedrock. The claystone is generally competent and will <br />withstand erosional forces. However, some areal might not contain marketable sand and gravel <br />down to the bedrock. 'this areas will remain exposed until the reservoir is tilled with water. To help <br />suppress dust, Connell will consider seeding areas of the reservoir bottom that have a high potential <br />for dust emission. <br />Processing AsQJtalt Batch Plant Site/Eaaiom et <br />The processing equipment, asphalt batch plant, and other equipment are portable and wiU be <br />removed from the site following the wmpletion of the project. <br />Gradi°e°e <br />Grading will be done to provide stabilized shorelines around the reservoir. All backfilling will be <br />done using native overburden, topsoil and claystone. There are no known toxic materials in the <br />proposed backfill material. <br />All goading will be done to prevent erosion. F'ural grading will be done immediately after topsoiling <br />has been completed. Backfilling will be completed in phases after mining is completed. <br />All slopes left by the mining operation will be no steeper than 3H:1 V from five feet above to ten feet <br />below the water elevation (including the islands). All other slopes will be no greater than 2H:1 V. <br />Earthen berms wiU be place along the rarth and east edges of the property prior to completing <br />mining in Phase 2. These berms will serve as a visual screen of the property. <br />'fie topsoil will stockpiled for the reclamation process. Topsoil stockpiles which remain in place <br />longer than one growing season will be seeded with an Annual Rye Gtass. It will be hand broadcast <br />at rate of four pounds per acre. Handling of topsoil will be minimized by efficient sequencing of the <br />mining. <br />Stripped topsoil will be stockpiled out of the floodway to reduce the risk of inhibiting the flow of <br />a flood. in addition, the stockpiles will be aligned with the natural flow of the river. In Phase 2 <br />topsoil wiU be temporarily stockpiled along sections of the phase perimeter and will be used to <br />reclaim once the aquitard is established. In Phases One and Three through Seven, Connell will limit <br />the amount of topsoil stockpiled at any one time by continuously using it to cap backfilled areas. <br />
