EXHIBIT E
RF~A~yATIOI~PLAN
The reclamation plan for the Wellington Downs site is a lined water storage reservoir.
Pha~inQ
Reclamation will be concurrent with mining and therefore will be completed in phases. The first
phase of reclamation will occtu on the south end. As Connell mines the south side of the property,
they will begin backfilling aces not included as part of the final reservoir. As mentioned earlier,
stationary equipment will be placed on the south side for the extrnt of the project. Therefore, only
the areas not expected to be disturbed for the remainder of the mining will be reseeded.
The second phase of reclamation will involve sealing and backfilling. On-site overburden and the
claystone bedrock will be used to seal the perimeter of the reservoir and the western edge of the
mining limits to virtually eliminate the infiltration of groundwater into the property. As the reservoir
shoreline and western boundary are backfilled with overburden and claystone these areas will be
compacted to create an aquitard.
Geotechnical testing was performed to determine the suitability of the on-site claystone material for
the construction of the aquitard liner. These tests included double hydrometer analysis, Atterberg
limits, standard Proctor, and falling head permeability. The results of the tests are included as
Exhibit E-i. The results indicate the claystone material compacted to 96% of standard Proctor has
a permeability of less than I Oa cm/s and will be suitable a aquitard liner.
Scrapers will be used to place overburden and claystone material along the property perimeter.
Wheel compaction by scrapers will be used to acquire the 95% compaction. The measure of
compaction will be evaluated in the field. This will include an evaluation and possible changes in
the water applications, lift thickness, and rnmpaction method (wheel rolling, sheep's foot compactor,
etc.)
During initial stages of the liner wnstruction, several in-place tests will be done to determine if the
compaction method is sufficient to meet the 45go standard proctor design. Thereafter Connell will
be conducting regular on-going compaction testing.
During Phase 2 and 3, Connell wilt establish a visual screen on the notch and east sides. The screen
will consist of a grass covered there to Four foot high berms and fast growing trees and shrubs.
In Phase 3 through 7 Connell will mine from west to east. As these phases are mined, Connell will
closely follow with backfilling of overburden, capping with topsoil, and vegetating to minimize the
amount disturbance at any one time. Once the backfilling gets to the proposed reservoir shoreline
material will be graded to no steeper then a 3H:1 V slope.
