III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />Reve etR anon <br />The temporary cover crop (bazley) seeded on various azeas topsoiled earlier this summer has recently <br />germinated, and some germination of wheat from the straw mulch was evident on the azeas permanently <br />seeded in April. Germination of perennial seeded species on the areas revegetated in April has been <br />minimal to date, although some germination and growth would be expected as a result of the recent rains. <br />Due to dry growing season conditions, seeded perennial vegetation a[ azeas revegetated over the last couple <br />years remained largely dormant for most of the yeaz. <br />Final seedbed prep work, permanent seeding and mulching is scheduled for mid to late October for various <br />areas which have been final graded and topsoiled. These azeas include the North Portal reclamation area, <br />CRDA-2 old upper diversion, explosive storage bunker road, RSRDA slopes, RSRDA borrow area, and <br />reclaimed South Diversion in the vicinity of RSRDA borrow area. <br />Several small patches of the noxious species Russian knapweed were observed at the loadout area below <br />the tracks, and along the conveyor condor. These patches were sprayed earlier in the yeaz, but they should <br />be re-treated within the next week, to take advantage of the period of susceptibility during fall growth. <br />
