III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />necessary. <br />Johnson #10 R 001 Water level just to spillway. No significant gullying was <br />noted. <br />Backfill & Gradine: <br />The operator has a small amount of coal remaining in the A pit. A Pit remains open to allow TCC to <br />extract the last of this coal. G-Strike pit continues to progress to the South. Spoil material continues to <br />be added to the boxcut spoils. A "bridge" of spoil has been placed in the pit to allow equipment <br />access to the south side. <br />Partial backfilling of the G-test pit has occurred. The spoil has been placed on the South side of the pit <br />against the highwall in order to aid in stabilization of the highwall. One of the coal seams is on fire. <br />Rock fall has recently occurred in this pit. Z pit and G-test strip are expected to merge before long and <br />a ramp is planned to go out the bottom of G-test pit. TCC will need to assure highwall stability in this <br />area. <br />Z pit continues as a scraper operation as well as using truck and shovel and dragline. Material is still <br />being added to the boxcut spoil pile. Little of the boxcut spoil has been graded out yet. <br />Brushing and subsoil salvage continues in advance of the F-pit. 1 spoil row is located to the west of F- <br />pit. <br />D-pit remains open and able to receive ash. No new gullies were observed in the D-pit 2003 reclaimed <br />area. Slopes appear to be holding up well.
