III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash of the Colorado DMG. Greg Hunt <br />represented the operator during the inspection of the methane de-gas drill holes. <br />Methane De-gas and Water Monitoring Drill Holes <br />Several gob vent bore hole drill pads were inspected for compliance. Sites GVB WD-2B, <br />DH-10, GVB WD-3C, GVB WD-7C and GVB WD-2A were visited. Site GVB WD-2B <br />has not been drilled yet and its future drilling is uncertain. Site DH-10 is a well that had <br />been drilled in 1973 and had been converted to a water monitoring hole. The operator <br />was moving the drilling rig from site GVB WD-3C. The mud pit was being reclaimed <br />first at GVB WD-7C. The mud pit was reclaimed at site GVB WD-2A. <br />In general, the sediment control is good at the sites and no offsite impacts were observed. <br />However, there aze a few instances that will require maintenance in the neaz future. The <br />sediment fence needs some repair in one spot at GVB WD-2B and in a few spots at GVB <br />WD-2A. Also, the operator needs to ensure that the upland diversion ditches fully cover <br />the runoff from the upland drainages. Some ditches need to be extended a little. The <br />topsoil stockpiles were protected and the operator has installed new topsoil signs. The cap <br />on GVB WD-2A was not on the vent pipe and should be replaced. <br />Train Loadout <br />Construction continues on the train Loadout. The new train Loadout mainline section, <br />constructed to the north of the old mainline section, has been connected to the railroad <br />mainline. The railroad personnel have removed the old mainline section and the operator <br />has begun excavating operations for the new train Loadout spur lines. The spur lines will <br />be to the south and below the grade of the new mainline. The contractors are assembling <br />the covered conveyor belt sections that will bring the coal from the coal stckpile down to <br />the Loadout bin. The Loadout bin is being field erected. <br />Ponds J and K have been constructed, although not all of the drainage ditches have been <br />constructed that will, ultimately, bring all of the disturbed area drainage into them. The <br />spur line excavation work needs to be done first. Temporary sediment control in those <br />areas consists of straw bales and silt fence. <br />
